If it won't let me train any divisions how can it increase as you state? I was able to use this Manpower option with Italy and Russia with no issues. Nothing to do with trainer, though you could mod it perhaps This is a game feature, the more you recruit to the field (on the map) the more itll increase. It allows me to train naval units but not infantry or armor divisions. I even used the console option to increase manpower but I'm still unable to train more units. I only have 18 divisions in the field which I assume makes up the 176.10k. Capped by max manpower in the field ( 75% of 176.10k. After selecting the option it 'shows' I now have 1 Bil in Manpower but on the recruitment tab the 'train' button is grayed out and when I hover over the button it says:
I'm having an issue with the Manpower cheat.
